Safety Measures For Schools
School Administration should have a control room with security cameras installed at entry and exit points of the school with at least one week recording. The cameras should also cover the outer periphery of the school.
 
Major roads around school should also be covered under surveillance of camera. Any suspicious movement during the school timings should be reported to the area police / CPLC. Camera recording should be daily monitored to ensure no suspicious movement after school timing.
 
School administration should have security guards placed at an elevated place or on the roof top of the school.
 
Proper height of boundary wall to secure the premises from any intrusion.
 
School administration, if possible, place Walk Through Gates/ Metal Detectors at the entry points.
 
Stagger School Timings for different levels to minimize congestion.
 
On finding a suspicious parcel/bag/package. “Stay away”. Cordon off the area. Don’t touch/ tamper/move. Inform Police immediately.
 
Install sufficient fire extinguishers on each floor.
 
Window panes should be preferably laminated with Fragment Resistant film, to prevent splinters in case of a blast.
 
Prepare a Map / Floor Plan of the school building. Ensure its easy availability on short notice.
 
Do not allow vehicles to drop or pick the children from the very front of the school gate and do not allow any vehicle to park close to the gate.
 
Hawkers / Vendors should not be allowed near the school.
 
School van drivers should be advised to remain vigilant while on way to school or leaving children at home. Van doors should be kept locked at all times to avoid becoming an easy target. It should have at least one security guard accompanying the children for security.
 
Parents/ Drivers when driving should;
 
     -  Watch rear view mirror at all times.
     -  Avoid sitting in vehicle at roadside.
     -  Lock all doors.
     -  In case of emergency/ suspicion stay calm and head for police station.
 
Before employment all employees/ staff should have the police record checked through CPLC and a copy of their CNIC and photograph should be deposited for reference.
 
Proper identity card should be displayed by all Students, Teaching Staff, Non Teaching staff and Van Drivers. No one should be allowed to enter without proper identification.
 
Preventive Measures to be taken against Terrorist Activity  
 
Install Emergency Alarm Bell.
 
School administration should have all emergency numbers such as CPLC, Police, Ambulance Service, Fire Brigade on notice board and available to the parents.
 
First Aid Kits should be handy and accessible.

In case of Emergency meeting / assembly point should be identified
Toilets, Library, Class rooms, Conference rooms etc. should be regularly checked
 
Emergency Evacuation Plan should be planned out with direction signs.
 
Emergency Drills in case of Terrorism or Natural Disasters. All Staff members/Teachers and Children should be given Civil Defence training (Fire Fighting, First Aid etc.)
 
In case an unidentified Parcel is received by post/courier or a package/object/abandoned car is found:
 
     i)   In any case it should not be touched, tampered or moved.
     ii)  Within no time report it to the Security of the school.
     iii) Cordon off the suspected area and no one should be allowed inside the perimeter.
     iv) Call Bomb Disposal Squad  
 
Create a Parent Network for effective Communication.
 
Action Plan in Case of Terrorist Act
 
     a)  Activate the emergency alarm system
     b)  Call 15 or CPLC emergency numbers 3566-2222/3568-2222 and give them school address also activate parent network.
     c)  School Map should be ready for the Security Personnel
     d)  Leave the school bags, books and other belongings and rush to the assembly point.
     e)  No running on stairs (avoid Stampede)
     f)   Turn off all lights, fans, electrical appliances and equipments (Main Switch)
     g)  Teacher must be the last person to leave the class
     h)  Teacher must take head count in assembly area to make sure that no one is missing through attendance register.
     i)   If possible students should be taken to pre-arranged safer places in the neighborhood.   
     j)   Staff should check toilets, library etc. where students may be present.
     k)  No one including visitors should be allowed to leave the school building without clearance of authorities.
     l)   Go around check and make sure all class rooms are empty and everyone has left.
     m) The school activities can resume after the building is declared safe.
